At its center stands the capital: the Glass Tower, a crystalline seat of power where reflection, illusion, and truth are indistinguishable. From here, the Winter Monarch rules under the authority of the First Crown of the Faerie Court, supported by an inner circle of ancient and dangerous figures whose influence shapes the entire realm.

Queen Lysara Vhalis, Sovereign of Winter’s Stillness

A being of perfect composure and unreadable intent, Queen Lysara rules with a presence that silences even the most powerful courts. Her word is law, though she rarely speaks it directly. Instead, her will is carried through her chosen inner circle—her court members and personal consorts, each a power in their own right.

The Magisters of the Glass Tower

While the Queen rules, it is the Ruling Cadre of Magisters who shape the day-to-day reality of Winter politics. Their authority is immense—and constantly contested.

Torrentia - The Stepchild City

Beneath the shadow of the Glass Tower lies Torrentia, a city of exile, ambition, and unfinished business. Once governed by a six-seat legislative body, it is now ruled solely by:

  • Magister-Exile Drovik Hale - The Court of Silent Snow

Through careful maneuvering, Drovik has dissolved the ruling body entirely, consolidating power in a way the Glass Tower has not yet seen fit to challenge. Alongside him, the Frostbound Veil maintains an uneasy alliance, the two courts working together to regain influence in the capital.

The remaining courts linger here—but without foothold, without voice, and without patience.


Frosthaven Outpost - Where Power Goes to Fade

On the southern edge of Winter lies Frosthaven, a remote outpost nestled against dark, frozen woods. Officially, it is governed jointly by:

  • The Court of Pale Moons
  • The Court of Frostbound Veils

In truth, it is neither governance nor honor that places them here—it is removal.

Frosthaven is where failed players, dangerous thinkers, and inconvenient powers are sent when they cannot be eliminated outright. Yet the absence of structure has not reduced its danger—only refined it. Here, intrigue is direct, consequences are immediate, and the nearby woods provide both tools… and silence.

The Court of Pale Moons has been here for quite some time, and several hundred years ago, members of the court born here formed a group for the purpose of providing aid to the wounded and disenfranchised.


The State of Winter
